Missouri Governor's Twitter Suspended

Okay, not that big of a deal. It looks as though the Twitter Account that was setup in the name of the Governor (http://twitter.com/jaynixon), prior to becoming Governor of Missouri has been suspended. I would assume this was done from the account and not something done by Twitter. I would guess that the administration is gearing up to use a more official account such as MissouriGov, than the Governor's given name.

Twittering Governors
I previously mentioned some Twitter accounts in Missouri State Government.
It appears that within the Governor ranks Twitter is catching on.
The philosophy of following or not following is interesting. Our Governor is currently not following anyone, whereas Gov. Schwarzenegger (California) started following my Twitter this week and follows 49,000+ others. Gov. Palen (Alaska) just started Twittering this past week and is currently following 42. So does it matter who you follow. Do people associate you and your values based on those you follow.
I noticed that Schwarzenegger and Palen post in the first person and this past week our Governor's tweets appear to have changed from being posted in the third person, to being posted more in the first person. Not sure if that means he is actually doing the posting now or not.

To bad for Gov. Mark Parkinson of Kansas, as many looking for him will likely find the Missouri Representative Mark Parkinson, who already has http://twitter.com/markparkinson. Although, govparkinson still looks to be available at the moment.

Defcon 3
I would say our web presence will move to Defcon 3. Okay, it is not really a Defcon designation, but I think you will see an increase to force readiness of the state's web presence above normal, with a greater emphasis on Security.
I know that use of the Internet to gain efficiencies in what we offer citizens of Missouri is a top priority of the new administration. So stay tuned. You will likely see changes and more offerings in the www.mo.gov webspace in the future. You will definitely see some changes in the webspace come Monday afternoon.

Work
Still fairly dark out at 6:30am, so you could see the reflection of my office in the window.
As the transition from one administration to the next draws near, several individuals within state government received letters today letting them know that there was no need for them to continue reporting for work next week. No matter which party one might support it is not one of the fun parts of politics to watch.

E-mail retention

The Managing E-mail Records Guidelines were approved and recommended by the State Records Commission.
I believe the membership of the Commission at that time was as shown below:

An early version (May 2001) of the Managing E-mail Records Guidelines was a bit different from the version of today.

Appears it was last updated in 2005, although just glancing it doesn't appear that anything in the document has really changed, aside from the cover page.

More Missouri Government Blogs
I noticed that the Missouri Department of Mental Health started a Blog back in June. They have chosen to host their blog on TypePad.
The Missouri Senate started using Blogger for their blog in March of 2006.
If the Missouri House would decide to follow suit, they will need to follow a different naming convention than the Senate as MissouriHouse.blogspot.com is already taken by someone trying to sell a house in Brookfield, Missouri for $6,400.
The Missouri State Employees' Retirement System is also on Blogger with their MOSERS Rumor Central blog.

One has also been able to find a snapshot of state employees pay via the "Blue Book" from the Secretary of State's Office. It is currently in its 66th Edition and has been available via the web for some time.
The Portal also has a link to Revenue's "Who Is Not Paying" site, which allows one to search for businesses that have a revoked Missouri Sales Tax License. From the site:
A business may have its sales tax license revoked for failure to remit sales tax collected from its customers to the Department of Revenue or a business may have its sales tax license revoked for failure to remit income taxes withheld on behalf of its employees to the Department of Revenue.
Revenue has also recently released the No Returned Required site, which is "for individuals in the military who are stationed in Missouri or have a Missouri home of record and are not required to file a Missouri income tax return." By submitting their information via the website they are notifying the Missouri Department of Revenue that they are not required to file a Missouri income tax return.
The latest release by the Missouri Department of Revenue is a site that allows one to "Search for an organization or business with a current Missouri Department of Revenue Business Tax Registration". Just remember that the site is based on the information that Revenue has via the business tax registration, not necessarily by the name you think of as the business name. If you don't find a business name under business or exempt organizations, you might head back over the the Secretary of State site and do a "Search for Business Entity...", as it is possible a business might have a fictitious name registered. If you find the business you were looking for here, then you might check under type to see if it is a fictitous registration, if so, you might follow the link and look in the filed documents where you might actually find the name that they have used for business tax registration.

Poll Results in Favor of State Government Participating in Social Media Sites
My poll on Social Media in State Government only had 7 respondents. The question was:
Do you think State Government should participate in social media sites (wikis, blogs, video sharing, etc..)?
The possible responses were:
Yes, definitely and open to all employees.
Yes, but only if limited to public information officers and/or designated web personnel.
Yes, and even though it removes some of the socialization, only if the technology is used within the government webspace.
No, I see no reason for it.
No, I think there would be too many risk and liabilities.
The results were that 71% were in favor of State Government participatin in social media sites and having it open to all employees.

Social Media in Government
I think for a while things will stay a bit status quo. In some respects, don't ask, don't tell. Even if there would be a direct policy forbidding it, it will happen. With today's technology there really is no stopping it unless you have everyone leave their cell phone/mobile device at the door everyday and limit any connectivity outside of the work place. Although that would only keep it from happening during work hours. We are social animals and people will blog or participate in the Social Media environment after work if they have to. Some post anonymously, and some throw there thoughts out there for anyone to see.
So, what are your thoughts on social media in government?
I noticed a couple of blogs today that I had not seen before. They are the Missouri State Fair Youth in Agriculture and A Look at Missouri Farmers' Markets. I need to take a look at the agencies site to see if they are agency endorsed sites, or if they are Lane's personal sites, simply sharing knowledge about the agency. As her profile name is Missouri Department of Agriculture, one would hope they are sanctioned sites.
Going along with this topic I have added a poll on the site about social media in state government, which will end on 11/30/07. Feel free to participate.
Quick Update: I have not looked extensively, but with a quick glance I did find a link to the "A Look at Missouri Farmers' Markets" blog on the Farmers' Market Directory (where Lane is listed as a contact), which is linked to from the Missouri Department of Agriculture site, but falls under the Agricultural Electronic Bulletin Board (AgEBB), which is on a University of Missouri server.

State and Federal E-Government in the United States, 2007
Brown University's 7th annual report on State and Federal E-Government in the United States, 2007 is available.
I was sad to see Missouri (http://www.mo.gov) drop from 20th to 22nd.
Some of the sites like the Missouri Department of Elementary and Secondary Education, the Missouri Department of Revenue, the Missouri Department of Conservation, and the Missouri Department of Social Services are a few of the more frequented sites in the Missouri state government webspace.
It might be interesting to see the raw data for the study, which one can purchase here.
