Paint.net
I have mentioned it before, but I will mention it again. Paint.net is pretty cool for the price. Yes, it is free. you do need to have .NET Framework 1.1 and XP, but I have XP now, so not a problem. Maybe I'll stop griping about all of the programs that require XP to run now.
